Observations

•    Department Values:
o    There is noticeable fluctuation in the Department figures. From 1570.36 crores in 2018-19, the amount increased to 1649 crores in 2019-20, marking a growth of 4.99%.
o    However, in 2020-21, the figure decreased to 1487.39 crores, representing a decline of about 9.8% from the previous year.
o    The value remained stable at 1487.39 crores for 2021-22, with no change.
o    From 2022-23, the figure increased again to 1638.10 crores, showing a 10.14% growth compared to the previous year, and stayed at this value through 2023-24.
•    LSGI Values:
o    LSGI values followed a pattern similar to the Department values, with an increase from 1289.26 crores in 2018-19 to 1353.84 crores in 2019-20, a growth of about 5%.
o    In 2020-21, the LSGI value dropped to 1221.15 crores, a decline of 9.8%, mirroring the decline in the Department figure.
o    Like the Department, the LSGI value remained constant at 1221.15 crores in 2021-22.
o    In 2022-23, the value of LSGIs increased to 1341.30 crores, reflecting a 9.8% growth compared to the previous year, and remained stable through 2023-24.

Conclusions

•    Stability with Periodic Fluctuations: Both the Department and LSGI values show stable long-term growth, but with periodic fluctuations. The drop in 2020-21 could be attributed to external factors such as economic conditions, policy changes, or other disruptions, which are then followed by recovery in 2022-23.
•    Proportional Growth: The stable ratio between the Department and LSGI suggests that any changes in funding or budget allocation affect both areas in a similar manner. This indicates that both categories are likely receiving similar treatment in terms of policy or financial allocations.
•    Positive Recovery: The recovery in 2022-23 and 2023-24 implies that the trends may be reflective of a broader positive economic or political recovery after disruptions, and both Department and LSGI are seeing increased financial allocations.
