Except in 2019 (95%) and 2021 (99%), the state consistently achieved or exceeded 100% utilization. Particularly in 2020 and 2022, expenditure exceeded allocation (105%), reflecting proactive fund utilization. In 2023, the state achieved a perfect 100% expenditure of allocated funds, indicating prudent planning and implementation.
