Districtwise details of Haritha Karma Sena (HKS) formed and functioning in Local Governments

Observations:

  1. Overall Formation Across Districts:
    • Grama Panchayats:
      • The highest number of HKS in Grama Panchayats is in Palakkad (2,615), followed by Thiruvananthapuram (2,547) and Kollam (2,434).
      • The lowest number of HKS in Grama Panchayats is in Wayanad (763) and Kasargod (1,315).
    • Municipalities:
      • Ernakulam has the most HKS functioning in Municipalities (604), followed by Malappuram (562) and Thrissur (449).
      • The fewest HKS are found in Municipalities in Idukki (129) and Wayanad (170).
  2. Variation Between Grama Panchayats and Municipalities:
    • Districts like Palakkad, Thiruvananthapuram, and Kollam have a strong presence in Grama Panchayats but relatively fewer in Municipalities.
    • Ernakulam and Malappuram stand out with high numbers in both categories, especially in Municipalities.
  3. Urban-Rural Balance:
    • Urban districts like Ernakulam and Thrissur have a higher proportion of HKS in Municipalities compared to rural districts like Wayanad and Idukki.

Conclusions:

  1. Regional Disparities:
    • Wayanad, Idukki, and Kasargod lag behind in the formation of HKS in both Grama Panchayats and Municipalities, suggesting the need for targeted efforts in these districts.
    • In contrast, districts like Ernakulam, Palakkad, and Thiruvananthapuram have better-established HKS structures.
  2. Urban Focus Required:
    • Although Municipalities in urban districts like Ernakulam and Malappuram have the highest numbers, some districts like Kollam and Kozhikode show room for improvement in urban areas despite strong rural presence.
  3. Actionable Insights:
    • Districts with lower numbers, especially Wayanad and Kasargod, require capacity building, awareness campaigns, and resource allocation to improve HKS formation.
    • A balanced urban-rural approach is needed to ensure that both Grama Panchayats and Municipalities have adequate HKS functioning.
